This is a game called "yo-yo fishing." In Japan, we call these water balloons attached to rubber bands "yo-yos."
It is a game found at Japanese summer festivals where you use a small hook to scoop up water balloons floating on the water.
The water balloons have a small paper loop attached to them; you hook the tool onto that loop to lift them up.

The Shinjuku Cat
The other day, when I visited Kabukicho in Shinjuku, I was surprised to find a beautiful cat right there on the street.
